What it does and how it makes money
Oracle sells businesses database software, enterprise applications (ERP, HR, customer experience, supply chain), cloud infrastructure and hardware; it also owns Java and Oracle Health (formerly Cerner). It ran an advertising and data business (Oracle Advertising) that it shut down on September 30, 2024.
In fiscal 2026, $33,989 million came from cloud and $24,541 million from software (licenses and support); the rest came from services and hardware. [1]
What data it collects about you
Its general privacy policy covers data it collects through its websites, apps, social media pages, events and sales and marketing activities. Oracle stopped providing Oracle Advertising on September 30, 2024, and its advertising opt-out tool is no longer available. [2]
How it turns your data into money
For years Oracle ran an advertising-data business (BlueKai, Datalogix, AddThis, Data Marketplace and the 'ID Graph' to recognise a person across devices). A 2022 class action in California accused it of extensive surveillance of internet users and selling their information to third parties; in July 2024 Oracle agreed to pay $115 million without admitting wrongdoing, having shut AddThis in 2023 and announced its ad tech products would cease to exist on September 30, 2024. Today its privacy policy says it collects behavioural data on its sites (ads clicked or viewed, pages, searches) to tailor marketing to your interests, and may share data with distributors, partners and third parties 'to facilitate interest-based advertising'. Its current business with third-party data is selling marketing and customer-experience software to companies. [3]
Where it is incorporated
Oracle Corporation, a Delaware corporation with principal offices at 2300 Oracle Way, Austin, Texas (an owned 0.9-million-sq-ft headquarters), listed on the NYSE; founded in 1977 in Santa Clara, California by Larry Ellison, Bob Miner and Ed Oates. In April 2024 it announced a future move of its headquarters to Nashville, Tennessee, with no timeframe. [4]
Taxes and low-tax countries
Its annual report for the year ended May 31, 2026 states an effective tax rate of 12.6% (12.1% in 2025 and 10.9% in 2024) against the 21% federal rate, and its tax reconciliation includes items for the statutory-rate difference between the U.S. and Switzerland, Malta and Bermuda; it also lists Ireland among countries with significant tax controversies. According to The Currency (April 2025), Oracle EMEA Holdings Ltd is the group's top holding company in Ireland, its direct parent is in Bermuda, the Dublin office centralises non-U.S. profits, it resolved a capital reduction freeing $15.2 billion for distribution out of Ireland, and Oracle decommissioned its 'Double Irish' structure in December 2020. [4]
Competition and monopoly
The U.S. Department of Justice sued to block Oracle's hostile bid for PeopleSoft, arguing it would substantially lessen competition in high-function human resources and financial management software. On September 9, 2004 Judge Vaughn R. Walker (Northern District of California) ruled for Oracle; the DOJ said it was 'disappointed' and the takeover went ahead. No abuse-of-dominance finding against Oracle was found. [5]

Fines and sanctions
- FTC · United States · December 21, 2015Settlement with the FTC over deceiving consumers about the security of Java SE updates, which did not remove older vulnerable versions. No fine: Oracle had to warn users about old versions and offer to uninstall them. These are the FTC's allegations, resolved by settlement. [7]
